Sorry for late reply, but here is answer for future people that checking this information. Melacca can, only the Aunty at Melaka Sentral know how to change to 4G card.
There is also a big shop at Tampin, N.S. know how to exchange it.(unless I remember wrongly)
And FYI, she is using the dealer apps to scan your IC and give you a new 4G USIM card with different number, and she will also call the center to double check your IC number is yours(some dealer cheat by registering SIM card under their own name), it will take like 1-2 hours to be updated to your current number.
So it is a issues for Tunetalk not training most of their dealers about how to helps customer exchanging to a new 4G card, and I guess it is under SIM Replacement feature, I hope someone that seeking for exchange can try telling them to contract the Tunetalk center asking about this, so no need Online order and waiting for receiving the SIM card.

I don't think there will be dealer want to earn money by having a modified dealer app that will auto save the picture of IC yet, unless Tunetalk don't check for integrity of app.
But it is better that you watch the dealer capturing your IC picture using dealer app, not a fake camera app la.
And 1/2 year ago it is using HTTP, so it is unsafe for submitting via web for upgrade to 4G sim card, but now it is using HTTPS, so if there is data leak on the server, and they really storing 4G sim card order information forever, both ways(online self-care or dealer) will kena.
I guess it is possible, as unlike Maxis and other telco, Tunetalk dealer really do not using any card reader to verify your thumbprint, unless they changed the policy this year la.
