I think some of the statement is not right....
The decision to placed as a bumi or not with MITI lies with the BOD of the company. MITI will do the distribution.
There are times when the company placed a non BUMI and BUMI allocation with MITI.
Some company have allocation at the public offering...for BUMI and Non Bumi separately and some opt not to.

To get listed into KLSE company must follows guidelines... They should have some percentage of the holding of the company own by BUMI. So they have to allocate at the IPO if there are no of little Bumi holding before the IPO.

Najib to announce Felda’s USD215m sugar IPO
Prime Minister Datuk Seri Najib Razak is set to announce today the IPO of the Federal Land Authority’s sugar
refining arm, which would raise about USD215m (RM649m), a source with direct knowledge on the matter said.
