From my experience, it Ur room or Ur house "Wayar Bumi" aka Green Cable not connected correctly to earth...

Last time got this shock problem, call the TNB, they only responsible beyond the meter. after the meter, it owner responsible.
so i call outside tech to check, why my pc feel "SHOCK", then found out, The Green Cable not touching or bury correctly in the ground.

Solution, put the green cable correctly and bury it.. look at outside ur house the red/"simen" box...
