changed my mind as I analyzed acid's statement of account.
it seems that for usage below your monthly commitment, there won't be any rebates as any remaining airtime can't be carried forward.
but for usage exceeding monthly commitment such as acid's, I noticed he was given a rebate for UNUSED free SMS? assuming he's on the newer iValue 1 package (which gives 100 free SMS), he only sent 21 SMS that month and got rebated for 79 SMS which amounts to rm7.90.
this means that we can disregard the equations given by both operators, and figure out the actual question instead.
are unused amounts only rebated to usage above the commitment fee?

Then what is the difference between iValue and iData? Doesn't make sense to me. I am also considering iValue1 but looking at the billing structure it seems like we're getting conned.

toytoy, if you analyze the plans closely you'd realize that the iValue plans are more or less modified Value plans just for iPhones.
in this case, iValue 1 is similar to Value 50, except you are paying rm50 more for these...
1. 500mb data plan.
2. 100 free SMS to on-net.
3. rebate for iPhone purchase, depending on your tenure of contract.
for airtime, iValue 1 is charged at a flat rate of 15c whereas Value 50 charges 12c for on-net and 18c for off-net. you get more value for off-net calls if you're using iValue 1. if you make more calls to other Maxis lines, then value 50 might be more economical.
the iData plan just isn't worth it, as you only get to retain your Value plan and slightly cheaper (thus more minutes) on-net airtime at the cost of 100 SMS.
