the maxis prepaid for iphone "outright prepaid purchase of the 3GS" is not available yet? meaning new subscriber is not eligible to purchase it? or existing also can't?

when u register they already tag your Rate Plan with the data plan in their billing system, I think regardless of what phone u use, its pre tagged. Btw, when you make calls/gprs/3g, in the CDR (call data record) generated by the network switch actually tag the phone models you use, with that info the billing system can adjust the rate accodingly
