if i am not wrong, under consumer laws here. If the company receives deposit on the product, they have to give a time frame to deliver the goods.
if you are asked to wait without any given time frame or if they default on the time frame, you have the right to demand a refund.

stop asking if the phones are unlocked or not ! under malaysia telco law, every phone have to be unlocked to prevent monopoly. so as long as your handphone is brought in legally by the company, iit is confirmed unlocked. if you got one that is not unlocked, it means it's not a local set. it does not only apply to iphones, it is to all handphones selling in malaysia.

i am certain that the law on the handphone is still existing. the problem that you faced could be a marketing gimmick by the shop or they were just unsure. it is illegal to sell a handphone locked to the provider here in malaysia. you might like to contact the MALAYSIAN COMMUNICATIONS AND MULTIMEDIA COMMISSION for more information or to verify the part on the locked handset you were introduced on.
You can check this link which might refer to that law. I am not very sure but such a law does exist here in malaysia.
