IN which altitude can these cars fly? how far above ground? any regulations?

if car A drive 500 meter above ground, and car B drive 600 meter above ground... suddenly car B batery died.. it will fall on car A and both the car will fall and hit car C which is travelling normal on the ground.

still the same scenario would happen. We are not talking about outer space yet right? So, the same thing could still happen.

if you need to stop on mid air, will the car drop straight away? coz bernoulli law doesn't apply anymore when the car stop. Meaning it will need some anti-gravity mechanism to make it stand still. or.. a rocket thruster to produce downward force? waste of energy only.
