Thats the amount you pay if you sign a contract with AT&T for 2 years. Like when you sign contract with Maxis, you got discount on the Iphone. There is very little part of the world who sell the IPhone cheap without contract (outright price), well not so cheap maybe around rm1800~rm2000. I forgot which country is it but i think it is somewhere in Europe.
The only way you want to buy cheap iPhone is through ebay or any auction sites, where people take the contract and sell it for slightly cheaper price than the retail price. About the compatibility, the best way is if you want to buy from oversea make sure the iphone is unlocked through the carrier (by providing the IMEI no to the carrier and they will unlock it for you.) Do not buy any locked phone even if it is really cheap unless you are familiar with yellowsn0w, turbo sim or any firmware mods. If not you might have a problem after that and it is just not worth the hassle if you dont know what to do. The safe bet is, wait few months after the release and see how things going with the iphone 3gs if you really want to save.
But for 3G, I advise you to wait a month after 3GS release then you will see price drop and you can buy the overstock 3G phone and most of them will be unlocked if you buy on ebay.
