this is the thing that i know about developing for XNA.

1. yes you can use normal console with HDD to develop games.
2. you will be asked to download XNA Visual Studio Suite and the XNA Dev Kit (which contains some sample game codes)
3. you will have access to the support website and a lot of other sample projects.

i registered XNA when it was free. so far haven't got time to do anything with it.
