Has a police report be made ? I would highly recommend you to do so , however there is not enough evidence for the police. Anyhow , just make it and try to gather from the top-up ticket information , its possible (such as which number it has been top-up'ed to and such)

Will do so police report, at least grouped will help a lot when lodge this case, since it is RM30 1 year flickr gift code if each one buyer report with this amount then police marked this case is minor case... guys gather sign before lodge this report...

Do you have his name ? I do hope you guys can form as one team and file a report. Then what you can do is seek help from MCMC and NCCC to at least get some information from carrier (mobile service provider) on conman. Chances are well its going to be bit hard as you don't have his phone number , IC number nor even his name.

Make a police report , then seek help from MCMC and NCCC to try to get them the carrier to release customers data (which they rarely do). I believe they do like you have said if the amount is big
