1) Debit card , well you can apply with it with consent from your parents. Public Bank offers it , but you need to have an account with them before you can apply for Debit card. MOL prepaid mastercard does work but I am not sure if it works for PayPal. 2) Yes there is a limit but generally people don't trust from unverified accounts , especially when I deal with folks who are from the states
