raising rev cut is needed if ur engine can output more horsepower beyond ur oem rev cut... this is true especially for cars with higher cam profile...
of coz revving the nuts out of ur engine, u need to beef it up first... better head stud, metal head gasket, forged conrods, etc... not to forget good port n polish intake exhaust, stiffer valve springs, stronger retainers, race engine bearings, etc...
