Torrentflux will be best for start.
If yoi are looking for hd-720p then 10 or 20 gb is good enough for you. Normally 720p hd movies will be 4 to 5 gb, so you can run 2 torrent and download at same time. 20gb and more will be good for those who download 1080p movies and series.
You can do selective download that mean if the torrent containt 50gb and you only need the first 10gb, you can select them. For private tracker you can upload at 500kbps until 200% to build and keep your account safe from suspend. most of my users are using my service for long time, you can see from their feedback here. Value for money, at 10gb you can cycle up to 100 - 400gb monthly usage, and of course it depend on your internet speed. I also send update on private tracker invite when ever there is one.

i guess if you compare this speed with yours, i would say the issue is on your end.
reset the modem / router and try get different ip range.
If you are not getting same range of ip as before, try contact your ISP and log complain or maybe post on their website or forum.
