Good topic to start off
1. to answer your first question, I think it depends what kinda of exposure you want? u want a european flavor? chinse hopspitality ? or american diet?.......joking, i think you yourself will know what you want, if money is not a problem, I strongly suggest going to UK / Europe it gets you expose to many many things, US is not bad too. China unless you want to do chinese medicine which they are pretty good.
2. Living expenses I can give you a rough estimates here
UK - would be around RM 50,000 one year excluding tuition fees
Canana/Aussie/US- RM 40,000
China- cheaper, but one could spend as little as RMB 5 per day or as hgih as uncountable
3. What is so good about oversea??
There is always pro and cons one get
Pros
- great exposure
-meeting frens from all around the world ( in malaysia also same)
-living alone, living independently
-stay strong
-spring, summer, autumn, winter
-learn about another culture and history
-good learning center in oversea due to strong history background , well establish, and higher technology
cons
-expensive
-away from home
-missing food, missing home
-culture shock
-being looked down as an Asian
-language barrier
Again, my conclusion would be "The grass is not always greener at the other side of the Fence", if you cant afford, why go oversae?
and if you do your degree here, chances of getting scholarship for master is way higher, so do degree back home and later think of furthering at overseas
hope my 2 cents helps
