If I am not mistaken, those "good" ips are meant for business users. Since their business users are small compared to home users, they have some left over ips from the "good" ips. So they include those ips for home users to use.
I am sure they know about how some IPs are good and bad. Capping and blocking has to be intentional. No such thing as accidental capping. Therefore, with your letter, they will either take out those good IPs from home user access or cap those good IPs as well. So that everyone have a fair capped connection.
If your intention is for them to open up the "bad" IPs then your letter done a bad job of doing it. It only let them know what they are already aware.
Let me remind you they are already using "fair usage policy". They can start capping all they want if you are using too much of your "unlimited" bandwidth.
The only way is to have big major complain by lots of users or switch to competitor. But make sure to also complain using the right topic.
