I got an HIS X1950 Pro IceQ3 Turbo,
The Problems is,the fan - got sound when it spinning high or low, like tec, tec, tec
is this because of the fan already broken??
or
The fans need oil to fix the condition??
any one can help me on how to fix it??

If you could remove the fan, look under it, peel the sticker and drip a a drop of engine oil inside. Spin it manually a little and then stick back the sticker. Then try again.

the best you can hope is wd-40 works. if not, prepare to dump it. sleeve bearing fan lifetime very short only.
