UTAR, UTP, UNITEN, which'd be better for Civil Engineering

Apologies if there's a similar thread to this but I've taken a look before asking here. I've finally decided to pursue a degree in Civil Engineering. And based on my qualifications and financial background, I will only consider three local universities for that purpose. UTAR UTP UNITEN I've gathered some information about the three universities but wouldn't know which would offer better quality for my money and time and I'd like to seek advice and opinions from the experienced seniors here. I am not sure if I can enter UTP. But that's what I come up with after narrowing my list. UTP's website states that it's application only open after announcement of matriculation results if I am not mistaken. Maybe I saw wrongly. It's confusing. Anyway I am not pinning high hopes on UTP too. If UTP is out of the question, then it's between UTAR and UNITEN. As far as I know, Civil Engineering programme from UTP and UNITEN is MQA approved while UTAR is not.
