You're posting this in an iTunes-related thread. IIANM, you are referring to third party apps , most definitely from Cydia. That query will have to be forwarded to the Cydia thread to be answered there.

If you are talking about third party apps purchased from iTunes, they are re-downloadable for free. Apple has purchase/download history of what you have bought from iTunes, so you dont have to worry about needing to repurchase them again, you dont. They are re-downloadable for free.

Synchronization does not break any jailbreaks, upgrading to new firmware version does. If you are staying with the same firmware version, your jailbreaks should be fine.

I implore folks here to do your US iTunes account creation legitimately, and refer to the pinned thread for info. You're already fooling around with the EULA when you're planting in wrong US addresses as your residential address in the US iTunes account, using a fake or illegitimately obtained iTunes Gift cards will land you in tons of trouble. In fact, I have no hesitation reporting you to Apple if you do so.

Read the goddamned pinned thread, there is a legitimate way of creating a US iTunes account WITHOUT the hanky-pankiness of using dodgy methods like using fake iTunes Gift cards. All you need to do is change your iTunes store region to US, buy a free app, initiate a "Create an iTunes account" procedure while in the US iTunes store, and that "None" as payment option will appear. Read the goddamned pinned thread.

All these willingness to use fake iTunes Gift cards probably comes from the residual mindset of folks who came from the other scenes where piracy and illegitimate use of methods to obtain paid media are condoned, or even encouraged. We at the Apple Byte section here do not condone these nonsense, and cultivate the fair and appropriate usage of any Apple ecosystem, minus all these shady nonsenses. If you want to do all these hanky-pankiness, stay with your previous medium. We don't need those here.

My suggestion would either try reinstalling Quicktime, disable any antivirus programs running in the background (Norton especially), or updating to the latest iTunes version.

The pinned thread. Read it. Especially the first post. Sigh.

In layman terms, download the firmware file using the link in that thread, and follow the procedure stated there. Apple firmware servers via iTunes get swamped because it coincides with the rest of the downloads from iTunes Store/AppStore.
