Let's say after i buy an app from itunes, sync it with my iphone, later on can i plug in another iphone and sync it?

everytime when i sync something between my iphone and itunes, is it a must that the itunes must go through the process of "backing up iphone" ?
Sometimes i just want to sync a few ringing tone and i need to wait for quite long to finish the back up |
