U want to know what is fiscal corruption is it? Concept is easy to explain but u need to ask more specific questions If its fiscal corruption specifically taxations then the concept can be explained like this Company A suppose to pay 100 dollars in tax, and company A wants to escape or pay less Company A go make friend with tax collector tell him i want to pay less tax So i give u 1/4 of what i suppose to pay, you go report that i did not violate any tax evasion law and i'm going to declare my tax for the fiscal year tax to be 30 dollars You happy i happy Thats fiscal corruption in relation to taxation
All i can say, we can't 100% efficiently segregate a revenue and fulfill political promises to the rakyat. Somehow there's an inefficiency and it will exist no matter what, depending on the 'greed'? I guess its not easy to impose disciplinary action to these kind of people. And one of the biggest problem is that the person who had the deepest pockets due to corruption has the bigger power and order to hide their deeds. It's like at the end of the day, we should have just blame money itself.
Is there other else aside from tax?
The richer will be richer? The poorer will be poorer?

Because taxation is used for hospital buildings, schools, roads and other miscellaneous of such. If the country suffers great corruption wouldn't the lower classes suffer such extreme discomfort?
