I made a complaint to TM about the slow speeds. They got back to me via phone. Apparently the minimum local speed requirement is 80% now, not 90%. And according to the person on the phone they don't support downloading from international websites.
When I asked him then why am I paying for an Internet connection, he said I could check the T&C on their website. He also said that if I'm using a US VPN/proxy then speeds are fast because it has a direct connection with the US server which I want to access. I think it didn't occur to him that to a US proxy is located in the US, just like a US server is located in the US. Go figure. This is beyond reasonable logic, and absolutely frustrating.
