Can I gain mass yet lose fat?, To bulk or to cut?? opinions needed!!

I m 67.7kg (this time) with 168cm, body fat varies [tanita fat scale by weighing machine shows 19.7% but skin calipers show just 14-15%....so which one more accurate?? help!]... I want to bulk up yet when my weight reaches 70kg, my belly grows with it too  N i eat relatively clean.... so today is the first day n i decided to follow following training programme..... day 1 - chest day 2 - back day 3 - rest day 4 - legs day 5 - shoulder day 6 - arms day 7 - rest light cardio on rest day or if energy allows, following resistance training.. de problem that trouble me now is that if i stay at this weight (like previously) it's hard to gain sufficient mass while losing fat...... anyway today is new beginning n hopefully i can update my training log as often as i could n get some good advices from anyone out there..
