Yup, there are programmers and designers that you can tap to. But the keyword here is for hire. So you may need to upfront, unless those devs are your friends and relatives.

Ideas alone doesn't worth much.

Well, it's better to raise up capital before doing something ambitious. Not necessarily from your own pocket though, maybe you can do a check on venture capitals or anything relevant. But not that it gonna be easy btw.

Either way, 'hiring' route is the only way to go. Unless you do have somebody close to do those 'dirty work', then you always need to hire someone.
