theme restaurants don't really survive very long here imo
buuuuuut if you had a restaurant/manga store hybrid with waitress wearing maid outfits (male&female), with the right location, I can see it lasting for some time.
as you say, it all boils down to whether the government wants to enforce our "strong conservative Asian values" roflz
