How many treatments did you go for?
It's not a one treatment thing and it's not permanent. You will have to do it constantly every 1-2 months.

Also, it depends on your body hormones, some people get very effective results while some need more sessions to see results.

But the beauty salon that you went to sounds very irresponsible.

the effectiveness of IPL, EPL, etc really depends on the individual's body, original hair growth, hormone. none of the beauticians will tell you it'll be a 100% removal. at best, 80%.

i've done for my underarm & half leg. my under arm lasts longer while my leg one not so. overall, i am pretty satisfied because though it isn't 100% removal, its about 80% gone. the regrow is fine/baby hair. but yes, you'll need to go for maintenance after 6months or so.

I think IPL doesnt work permanent. It is just temporary to control/retard your hair growth. The hair will come back after few months depend on your hormone level. Laser removal will be far more effective because it destroy your hair from the root. It can be permanently.

Anyway, you might want to control your body hormone by taking less red meat and take more soy product. Soy product may decrease testosterone and increase estrogen. Lesser testosterone means lesser hair growth..

Have you tried waxing or epilating? If constant doing once a week, after a few months, hair will grow back less or as fine hairs. It's not really bad to have hairs, just don't want to be confused with other hairy mammal >.<
