Is it normal when the battery of Iphone 3G goes to red indicator, the phone will disconnect your carrier service and ask for sim unlock (if your sim card got password)?

My sim got password so after my iphone battery indicator went to red I just let it be after like 10 min I press home button and its showing sim lock. I need to unlock it. I presume it does that for saving energy? It only happens when the battery indicator goes red.
