Its normal for any modern cards to make such noise. It happen since X1800 series. Your PSU is OK, so does the connection, if it doesn't make proper connection you won't be able to boot in the first place

I'm buying 2nd 9600GT for SLi last week, I surveyed every single 9600GT available at LYP and I stunned by:

1) There are no more reference PCB and cooler anymore (maybe XFX uses them but the box is sealed so they won't allow me to see them)
2) One card, Palit 9600GT costing RM340 at PC Zone doesn't come with any power connector, as small as HD46XX cards but it don't have SLi connector. This is a good contender to HD4670

In the end I buy Galaxy 9600GT as it matches closely to reference 9600GT and it uses Samsung memory. It runs great, despite different BIOS and PCB, in fact I can run Crysis maxed at 1280x1024

To be more precise, it remove all the traces of the previous driver after you do driver uninstallation, since there will be traces of old driver even though you already uninstall it, usually in the registry

EDIT: How proper usage of driver cleaner:
1) Install driver cleaner and uninstall old driver
2) Reboot PC and start in safe mode, run driver cleaner and clean the related driver, and cab cleaner (not compulsory but recommended)
3) Reboot and install new driver

The 185.81 give me problems, slower benchmarks, stuttering when gaming but from what I read it only for Windows XP user. But 185.66 and 185.68 runs great, Xehanort I suggest you try those beta driver, even if its beta it doesn't mean it's unstable. If I stay with the official, I still can't run H.A.W.X with SLi right now

If your card doesn't feed with enough power, your system will simply crash, either hard crash or crash to Windows. I don't know what you mean by 'wrong' power cable, its nearly impossible to connect a different cable since its keyed to fit one way

Overheat maybe but less likely, I guess its just eats too much memory by then
