Justice's backpack is a subflight lifter, so it utilize that to provide atmospheric flight capability. That is why Justice stands on the subflight lifter or the lifter wings is opened when on earth flying.

even in some of the Gundam world it seems to be that same case, most nations just focus in MA instead of MS until one tiny nation outerspace, showcased their MS (usually a monoeye). Then the MS hype started lol ... nations are convinced that MS has a certain advantage towards MA ... and here comes GUNDAM !!! XD

showed the Gunpla trailer to my friend and his first reaction was : WHy the kid din go and buy and build a Strike Freedom ?! Then it wont be pawned easily by hi-nu ... why he go and get Beginning Gundam ?! ... i was like.. hmm you got a point also ..
