I think it's cause by ip you connect with...yesterday i get 60.48.0.xx , RS downloading with cogent and global crossing ok, still can get at 160+...but after restart...get 60.50.xx.xx and 60.52.xx.xx.xx....damn...between 60 in my area is stable actually..but not this time...

already two days my house can't online, only can online in office during working hours, then today evening my office line down...my home line recover ,but with fxxking slow speed....WTF..??
