This is my ping statistics at office (i work in a non-TM ISP)
Ping statistics for 4.2.2.2: Packets: Sent = 500, Received = 500, Lost = 0 (0% loss), Approximate round trip times in milli-seconds: Minimum = 196ms, Maximum = 210ms, Average = 201ms And at the same time i got a friend to ping the same address and he's getting 38% loss from his home.
