it's not the hoop but the exercise / movement the hoop makes you do.
but if you already have fat tummy, then hula hoop wouldn't help if you don't do full body exercise (cardio + weights) and control food intake.

if your bone is that size already then how? if the big hips is due to flesh and fats, then you can reduce it.
