If it's a Guile that never moves, a good recommendation is how fast you can throw fireballs at him. Guile's charging techniques takes time, and normally very very very experienced Guile players can counter fireballs with fast Sonic Booms.

Balrog is crazy on offence. Absorbing hits during his charge moves is by far the sickest thing I've seen in a SF game.

When talking about Turtling, I will always remember Justin Wong. The best turtle player of all time.
