Although Nokia is the owner of Symbian Ltd, but many of the handphone manufacturer have joined symbian foundation, including SE, Samsung, Motorola etc. Further more, Symbian OS is open source software.reference:

Symbian Ltd. is a trademark of Nokia, but symbian OS is not. its an open sourse software.Symbian OS is not used by Nokia only. SE have created their own symbian Os named as UIQ long ago, while Symbian S60 is the OS used by nokia. they r all based on symbian. now, after joining the Symbian foundation, the member will use the same symbian OS.
