limbo is a state of mind u cant get out of. although it didnt explain exactly, in the real world, u're a vegetable. ur mind resides in limbo, not knowing that it's in limbo in the first place. in order to get out, they need to realize that they are in limbo, and find a way out. which is why he had to jump in to save saito.

Something I find weird about the idea of subconscious in Inception is that if the Mal in Cobb is suppose to be part of his subconcious, why wouldnt "she" know Cobb incepted an idea into her? since she is a part of his subconcious, "she" should know better than Cobb himself, even things that Cobb doesnt realize about himself.
