Is it to get 172 W, have to apply 24v?

Then with 12v can only deliver less than 70W?

This is High effective single stage thermoelectric coolers and have wider range in term of power and voltage.
If you notice from the spec page they is no 12V peltier, the lowest is 15.7Vmax=76watt.

The spec return Max voltage is 24V. the real power have to see the current(amp) and temperature©.

If you want simply calculation
24V=172Watt
15.7V=(15.7/24)*172=112.5Watt
12V=(12/24)*172=86watt

So, this peltier is a 24v type eh?

By the way, the power calculation is not as simple as divide by 2. The heat output at the hot side is P=(I^2)R, and the power at the cold side is the derivation of the total current with change in temperature at hot side.

but you really need a good pwm to power it.... anyway pentium isn't that hot as AMD.... with my reseach so far... temp and go as low 19deg to 7deg.

this is because you need to find this calculation (processor temp - peltier temp = processor with peltier temp)

i think if add another SFF PSU like 110W+ wouldn't hurt.still can get 12V wat...it can run the peltier rite?

this plate will cause condensation in our malaysia weather, high moist. just becareful dealing with those water drops.

you can power it by adapter, but the adapter need 12volt @ 2Amp or more. the higher amp is better.

Depend how low on the other size(hot) and the peltier watt. it can go down to negative temperature.

The peltier cooler must attached to heatshink right? what happen if I forget to attached a heatshink to it when I switch on the current?

wach out...make sure all proc n mobo have sealed or covered with some anti ststic rubber cos this peltier or TEC make water (wap) bcos its so cool...just info to u all
