Well, according to Nintendo, the Nintendo DS's power light will change from green to red when the battery life is around 30%.
Sauce: http://tinyurl.com/6qp26 for some non technical info of the battery. Edit: And according to Battery University, a lithium-ion battery provides 300-500 discharge/charge cycles. The battery prefers a partial rather than a full discharge. Frequent full discharges should be avoided when possible. Instead, charge the battery more often or use a larger battery. There is no concern of memory when applying unscheduled charges. Sauce: http://tinyurl.com/djkn. Read more at http://tinyurl.com/abxgrk about lithium ion battery care sheet.
