Windows didnt detect OCed value, but BIOS show wor

i had upgraded my pc, and i tried to OCed it. the BIOS shows the OCed value, but when enter windows, its still the default value or lower (depends on the multiplier X default bus speed). i maintained the HT to 1800MHz with CnQ and Spread Spectrum disabled. AOD didnt allow me to auto clock (grayed out) and i only can see the temp, speed etc, but cannot change anything. maybe my proc is locked?
spec:
AMD Phenom X4 9550 2.2GHz (200MHz x 11, 1.2V, 95W) MSI KA980G-M Corsair DHX2PC6400 2x1GB ATi HD3870 Silverstone ST50F Xigmatek Red Scorpion CM Centurion 5 bios is the latest

cube test care ni... lepas oc proc tu.. dier akn terauto restart.. lepas restrt.. shutdown kn.. pastu on blik pc..

happen to me once, i reformat & installed a new windows (vista in my case) & then it start to see the OC values
