The usual situation a new band face is knowing no one who organize gigs. So they are stuck playing lame college shows/botbs where people are more interested in listening to covers of some Western band's hits rather than the performer's own original work.

A helpful info for upstart is a list of gig organizer's contacts.

Alright. Do comment on the good/bad of my idea and add contacts.

Let me get the ball rolling.

Organizer Name: Jasmine Low
What they do: Doppelganger Open Mic Open Stage is a monthly or sometimes more, gig which offers singer songwriters, bands, poets, in fact performers of any kind a stage to strut their stuff. Our residence is currently Marketplace KL off Jalan Yap Kwan Seng on the last Sunday of the month and occasionally at SohoKL at Solaris Mont Kiara.
Contact: openmickl@gmail.com
Comments: She reply email quite promptly. Be sure to include a link to your band profile and music (e.g myspace page) so she knows that you guys can play. The show is acoustic. Mics and speaker provided. Drums not provided.

Comments: Send email. Include your myspace link so she can hear what music you play.

Depends.

Organizers have public contacts like email for bands to contact them. That one no need permission.

The experienced giggers will have more direct, personal contacts like phone number. Those if wanna publish sure must ask permission lah.

I hope more experienced gigger in the forum will contribute. I added one more entry to the list. I'm not a frequent gigger so I don't have lotsa contacts.
