Had a casual talk with him regarding this. Most of it reflect my opinion and western influence thinking and observation.
#1 - yes regulation bad for Torrent and WoW users, BUT great for others who dont torrent or play WoW
#2 - Old Fashion thinking ... they already control the market, every provider still has to pay them for useage
#3 - Improving will cost TM Hundreds of Millions if not a billion, that times conversion rate to USD ... BILLIONS of RM
#4 - The only ppl who get rich in Malayisa are Business owners and executives. Why spread the wealth when they can keep all? Over the last few years in malaysia, prices nearly doubled to tripled, yet salary almost remained the same. And from what i've seen here you think Malaysia is going to invest into improving when they still consider ADSL NEW ?
I remember when i first came to malaysia in 2002, No ADSL, and they were trying to push me to buy IDSN .. I was like WTF??? ISDN? That crap has been obsolete in the US years ago..
Do you even recall the last time you went to a coffee shop and seen a lorry driver drive up in a MERC? Only ppl i see drive up in MERC are Business Owners, Politicians and Executives... nuff said ...
#5 - You will NEVER see any HUGE improvements for a while until TM has a competitor. And that will never happen because the size of the Ringgit and Malaysia gov would prob pass a bill to charge a HUGE TARIFF if any competitor is allowed to or decide to do it.

Why pay for something that will cost them BILLIONS while the quick fix is to hire a low level entry, just out of school worker who CLAIMS they can do it? Cost them peanuts !
