what's ur mboard make/model?

if u have an onboard soundcard, i believe u need to disable it first in BIOS. disabling it in device manager wont make a difference.
*
yea i tried to disable in bios, but i could not find, which one to be disabled..in integrated peripherals right??

take out the card, clean all the golden contacts with alcohol swabs. also clean the pci slot for any dust or foreign materials

if that fails, get a replacement card. the card itself is faulty

the led on the card is lighted up..

You should have multiple PCI slots on your DS3L.
All PCI slots fail?
