Yes, it has changed. Just that international SMS and FnF SMS are not included in the 50 cents calculation.

my friend told me, the 50cent charge is digi to other telco, digi to digi and fnf not included. cause her bf called the telco and ask. now she is furious lol~

Yeah, the policy has changed.
The 50 cents calculation still includes SMS to DiGi or other telco just that not international and FnF.
Upon reaching 50 cents, your friend still can SMS her BF for free.

It is because DiGi has migrated its prepaid users to a new server end of last month.
After the migration, few things have changed. To better or worse? Different people with different judgment.

it it deducts straightaway then iits good eh? so does this apply for its a new server or is this permenant?

Of course the instant deduction is good to keep track of your usage but there are a few new implementations upon the migration.
It is permanent for now, unless DiGi decides to migrate its users to a more sophisticated server.
A lot of works, they spent more than a week for this migration.

hmm.. i jus switched my sim card to my new PDA phone..

i dont always get delivery notification.. what could be the problem.. and at times.. the msg couldnt be sent.. its sent like some hours later..

Porting from Maxis prepaid to Digi prepaid, in within 24 hours my Digi already active and using Super SMS now. Network coverage is maxinum after switch to Digi.
I love Digi because I love saving.
