Looks like you have no understanding of what an amp or what a soundcard is. Every single speaker system have amplifier, except if you taken the passive speaker but without an amp you cant get any sound at all

Yes, but depends on how low it is, anything below 192kbps could produce sound artifacts, depends on how revealing your sound system is, and how good your ear is
