i dont encourage to buy sth electronic accessories or devices for him, cuz it is unrelated with valentines, according to your information, he doesn't like to waste money. Why don't you make sth urself such as handmake shirt or design couple shirt and print it. Just make sth unique or special especially made by urself, and I swear it will give him an unforgotten valentines, cuz it shows surprise.

But if you are lazy to do so, forget about it
