Huhu then again aa, IINM police were trained to shoot to disable first (different case for military though); they can aim for fatal spot only if the criminal act is too dangerous to the point they cant be stopped without killing them. What I see in Rideback is the White Riders really aim to kill (thus instead of act like a police, they act more like military force).Keyword: fast and efficient.

Police is different from military, since they mainly deals with civillian, in which "no question asked, no second thoughts" thingie wasn't very suitable to apply
