Does the LAMPTRON FC-4 do on/off. because i want to off some of fans because they have very bright led lights.

hello there.. can guide me and recommended me what to buy to make a sound activated ccfl that can blinking with the sound of my speaker?? Im a laptop user and also prefer with an on off switch too:) thanks:)
