theory = reduce and convert medium frequency sound to very low frequency sound to make it less obvious coz human ear can't hear low frequency or ultra high frequency (like bat ultra sonic).

it will not affect airflow since it is stick to the side of the casing. the example in the pic is filter but it can be applied in fan or bolts.
