Nope, as far I am aware, Sony Australia does not issue any Australian version of PSN card.
Australians must use their credit cards for now for shopping on Aussie PSN.

Infact, I have Australians buying US PSN cards because they prefer to go US PSN for
their DLCs (except for some of those disc based add-ons DLCs games which are region locked).

No, the US PSN card is only valid for purchases from US PSN Network.

The actual physical location of the user doesn't matter, it is the account address
that's important.

Yes, go ahead and create a US account (using any valid US address from google), that's should work,
and one will be able to download from PSN.
