There's no market rate, they vary greatly between different tailors. Minimum price i know is ~rm70 (?).

no. but to make it easy on the wallet, look for old shop house tailors in less upscale places. Any tailor can do something trivial like this. If not, they should just close down.

be ready to go to more than 1 tailor, some tailors refuse to do alteration work.

You should ask your mum if she knows anyone doing alterations. The older generation tends to know more, esp tailors working from home.

1 of my legs is definitely long, and thick. The other 2 are just regular legs.

I'm afraid the sleeve holes will not be alterable. It can be enlarged but cannot be reduced.
