meaning the gamer tag's picture slot came in empty ya?

hey guys, i tried to get the pass by clicking the link on the 1st page.
next morning i wake up and i receive an email, but no pass yet.

the i click on the link to obtain the pass in the mail and have to sign up..
town column have no selection, after inserting all info, error appeared saying town column must not be empty.... how?
