Not only ActiveX is for Windows, it only works for Internet Explorer mainly. Mozilla based browsers use the Netscape Plugin Application Programming Interface (NPAPI) system. NPAPI performs functions similar to those of ActiveX. And you cannot load the ActiveX object via NPAPI.
However, there is a plug-in called XPConnect that will allow that but I don't think they work with Safari even on desktop layer. You probably need to develop iPhone app.
